DIA+LOGS, Latvia

DIA+LOGS is the first low-threshold drop-in centre in Latvia, created to help and support people living with HIV and AIDS and at-risk groups. It is a contact and support centre for people living with HIV/AIDS and their families. It provides them information, spiritual, psychological and social welfare support. In addition to that, it is an information and resource centre for people interested in and working in the HIV/ AIDS sector.
DIA+LOGS is a non-governmental and not-for-profit organisation founded in 2002 as a joint endeavour between the Latvia NGOs AGIHAS (Latvian self support group for people living with HIV/AIDS) and LCG (Latvian Contact Group on Urban, Industrial and Rural Mission). DIA+LOGS aims to provide all individuals affected by HIV/AIDS sanctuary and physical, emotional and intellectual tools, which empower one to make the choice to take charge of their life.  It seeks to identify, influence and change the roots of injustice in society towards all affected by HIV/AIDS.

Conveying knowledge and experience about HIV and AIDS, providing a social environment, one-to-one conversations, group sessions for target groups while empowering people living with HIV/AIDS and providing advocacy are organization’s primary objectives.  The psychosocial support and prevention information is available to everyone in need. Outreach work is developed for drug addicts. 

Besides operating a low-threshold centre, the organization is active in education, counselling, and advocacy.

DIA+LOGS has developed good collaboration with the local government.  Its harm reduction program (syringes exchange, HIV tests, social workers and psychologist consultations) is financed by the Riga Municipality and supported by AIDS Prevention Center.

The center offers HIV testing, needle exchange, consultations with social workers and psychologist, individual counseling, open doors with socializing activities, volunteers movement on AIDS memorial days, advocacy activities, informative and educational lectures and discussions, networking with other HIV/AIDS related organizations, etc.

DIA+LOGS is a member of many international networks: AIDS Action Europe, Integration-projects, AIDS & Mobility Europe, Central and Easter European Harm Reduction Network. In Latvia, it is active in the work of the Latvian Platform of Development Cooperation NGOs and is a member of UN AIDS Themes Group in Latvia. The organization’s board chairperson is a member of the Civil Society Forum – NGOs’ consultations group of the European Commission.

In addition to people living with HIV/AIDS, DIA+LOGS targets intravenous drug users, commercial sex workers, men who have sex with men, at-risk youth, health care community, and their families, partners and friends.

Says Ruta Kaupe, DIA+LOGS Director: “Although it has built a strong image of one of the most active non-governmental institutions in Latvia working in the field of HIV/AIDS, DIA+LOGS currently faces strong challenges. After the EU accession, many international donor organizations ended their support to the Baltic region, while new mechanisms for NGO financing have not been launched.”
