The concerned groups believe that a change in the laws will help stop the abuse and trafficking of women and girls.
In a statement Denise Charlton, the chief executive of Immigrant Council of Ireland, said groups are being invited by government to make their recommendations in early December.
She said: “Members of Turn off the Red Light, academics and various others have been invited to present their considerations to the committee.
“We’re hopeful then the committee will report back to the Minister for Justice in the New Year and take the recommendation.
