Law enforcement officers make extensive use of Article 181, Part 1 of the Code of Administrative Offences to cover their own illegal actions, such as sexual, physical and psychological violence, blackmail, threats and intimidation, fabrication of criminal cases, and so forth. Frightened by such attitude of law enforcement agency, sex workers can not seek protection from the police abuse or clients’ aggression, and often they do are reluctant seek medical help.
